The decision is based on the recommendation and review report of the journal's editorial board members and reviewers. The editors must ensure the confidentiality of the submitted works until they are published, (not responsible in case of multiple submission by the authors in several journals). In case of Rejection of the paper by editors, the manuscript or its content should not be used for any purposes without the written consent of the author. The editors can ignore any material that breaks legal requirements regarding libel, copyright infringement and plagiarism.

Reviewer's Responsibility
The reviewers of JPCBS assist the editor in chief in taking the decision of publishing a submitted manuscript.  Any manuscripts received for review must be treated as confidential documents. Information and ideas obtained through peer review must be kept confidential and not to used for personal advantage. In reviews reports observations should be formulated clearly with supporting arguments, so that authors can use them for improving the paper. Reviewers who feels unqualified to review the work or the work is outside the reviewer’s specialized area or reviewer is unable to review the work within the specified period should immediately notify the editor in chief.  Reviewers should maintain strictly the confidentiality of the submitted work and should not use the content or its information for personal advantage.
